H.M.S. "Ladybird" complete about 29th June ?(and I)

Intend to f(keep them) at shanghai for the present with

the intention of cending then to Tientsin if necessary.

I am strongly of opinion that ?(we ought to be)

representei ut Ching wing Tao by a battalion which can be

easily spared from Shanghai. Submit these only

nationals not represented there and from conversations with Japanese Admiral Japanese are surprised at our

absence.
